Do I have any rights in terms of getting out of the lease earlier than the three months since there are bed bugs?
The previous tenants had bed bugs as well.

i dont know i fucking hate bed bugs im covered in bites those little whores!!!
Get some lysol and spray that every were. wash all pillows and pillow cases and blankets. Vacuum twice a week.
